  CHAIRMAN MOSES called the meeting to order at 5:50 p.m.,                     
  noted all members in attendance and informed the committee                   
  that the confirmation of Frank Prewitt, Jr. as Commissioner                  
  of Corrections, HB 283, HB 284 and SJR 25 were on the                        
  calendar.                                                                    
                                                                               
  CONFIRMATION:  FRANK PREWITT, JR. AS COMMISSIONER OF THE                     
  ALASKA DEPARTMENT OF CORRECTIONS                                             
                                                                               
  REPRESENTATIVE BARNES stated that Frank Prewitt was the best                 
  candidate for the job of commissioner and moved that the                     
  committee confirm him.                                                       
                                                                               
  CHAIRMAN MOSES asked if there were objections. Hearing none,                 
  it was so ordered.  He said HB 283 was next on the agenda.

  SJR 25 IMPROVE WATER/SANITATION IN RURAL ALASKA                              
                                                                               
  REPRESENTATIVE BARNES moved to PASS SJR 25 from committee                    
  with INDIVIDUAL RECOMMENDATIONS.                                             
                                                                               
  REPRESENTATIVE ULMER asked if there was already a working                    
  group dealing with this issue, made up of federal agents,                    
  EPA and state officials.

  KEITH KELTON, DIRECTOR, DIVISION OF FACILITY CONSTRUCTION                    
  AND OPERATION, DEPARTMENT OF ENVIRONMENTAL CONSERVATION,                     
  clarified that the DEC has been working on the project for                   
  about a year and a half and there is a 45 member group made                  
  up of federal and state officials, and various                               
  representatives of Native groups that have created the                       
  information in SJR 25.  The resolution is a compilation of                   
  the ideas from the working group to advance the cause of                     
  rural sanitation.  This resolution, by going straight to the                 
  federal government, will force the federal agencies to                       
  prioritize and coordinate the activities within the state,                   
  with the Clinton administration.                                             
                                                                               
  CHAIRMAN MOSES asked if there was further discussion.                        
  Hearing none, the motion was SO MOVED.
